Overview

Cooperation with EU institutions, the Reitox network (29 national drug monitoring centres)candidate and potential candidates to the EU, third countries and regional and international organisations has been a key activity for the EUDA (and previously the EMCDDA) since 1993.

The EUDA’s founding regulation stresses that the agency will be active in international fora, offering scientific and evidence-based tools for the development and implementation of the external dimension of EU drug policy, to ensure the efficient and coherent implementation thereof. This means developing strong relations with international partners.

EU institutions, bodies and agencies

The EUDA works closely with the European Union institutions and agencies. This active cooperation means that the agency can provide constant assistance by supplying the EU and its Member States with more reliable and comparable information. In return, the agency’s contributions in the field of information on drugs are broadly disseminated at European level.

Reitox network

The EUDA coordinates and relies on 29 national monitoring centres (the EUDA network of national focal points) to gather and analyse country data according to common data-collection standards and tools. The results of this national monitoring process are fed to the agency for analysis and are ultimately released in the European Drug ReportStatistical BulletinCountry Drug Reports and many other outputs.

International organisations

The EUDA collaborates with numerous international partners, often within the framework of formal cooperation agreements supplemented by practical joint work programmes. Cooperation ranges from the exchange of information and methodologies, via ad hoc technical collaboration on specific supranational projects, to close participation in the EUDA’s routine data collection activities. The overall objective of this cooperation is to develop a better understanding of the changing drug phenomenon worldwide and to ensure that the EU is prepared for new threats as they appear.

Third countries

The EUDA cooperates with candidate and potential candidates to the EU as part of their accession process to the EU, with neighbouring countries of the European Neighbourhood Policy and with other non-EU countries on the basis of bilateral agreements or through multinational cooperation projects, such as ESPAD, COPOLAD and MAOC (N). Cooperation ranges from the implementation of technical assistance projects to ad hoc training or consultative support. This cooperation aims to share the EUDA monitoring practices, guidelines and data collection tools and to support countries in setting up their national drug information systems.
