EUDA JHAAN presidency 2026: EU Justice and Home Affairs Agencies' Network

Background

The EU Justice and Home Affairs Agencies’ Network (JHAAN) was established in 2010 to connect agencies implementing EU policies in the areas of freedom, security and justice. Together, the JHA agencies contribute to the implementation of EU objectives in the fields of migration, asylum and external border management, the fight against organised crime, drug trafficking, terrorism, gender equality and respect for fundamental rights. Their work also includes facilitating law-enforcement training and the functioning of relevant EU IT systems.

The network is composed of nine agencies:

The JHA agencies take turns to chair the network, coordinating activities and meetings and carrying out the secretariat function. In 2026, the EUDA takes over the JHAAN presidency.

2026 theme: ‘One Safety — building preparedness and resilient communities’

The theme for the 2026 presidency is ‘One Safety’, which promotes a cross-sector, integrated approach to building a safer and more resilient Europe. The concept reflects the unique expertise of each agency within the JHAAN and reinforces the value of collaboration. This theme was chosen because security today is interconnected. The EUDA presidency will expand the scope of internal security to include:

  • social determinants of health and safety;
  • law enforcement and public health;
  • technological innovation and cybercrime;
  • climate change and critical infrastructure;
  • crisis management and resilience.

This approach supports trans-disciplinary cooperation and strengthens the EU’s ability to respond to complex challenges. In 2026, the JHAAN will explore the tools and approaches that are implemented by the agencies to build: preparedness, protection and resilience.

2025–2027 JHAAN priorities

The 2025–2027 trio of JHAAN presidencies brings together the EU Agency for Fundamental Rights (FRA, 2025), the European Union Drugs Agency (EUDA, 2026) and the European Institute for Gender Equality (EIGE, 2027). The trio has established two overarching priorities for this period:

  • The use of digitalisation, innovation and artificial intelligence (AI);
  • A comprehensive contribution to the European Internal Security Strategy, within a framework of fundamental rights, inclusion and gender equality.

Reporting

The JHAAN is required to report on the network's progress and achievements to the Council’s Standing Committee on Operational Cooperation on Internal Security (COSI) and the Committee on Civil Liberties, Justice and Home Affairs (LIBE) of the European Parliament. In line with this requirement, a final report, to be endorsed by the Heads of the JHA agencies in December 2026 in Lisbon, will be presented to COSI and the LIBE Committee in Q1 2027.
