Illicit drugs in the era of technological change: implications for public health and security

How can Europe prepare for the impact of emerging technologies in the drugs field and their implications for public health and security? This question will be at the heart of our 'Technology foresight for EU security and resilience' workshop taking place in Lisbon from 11–12 February. The meeting will explore how technological change might influence drug production and supply, consumption patterns, responses and surveillance capacity, and how policymakers can act early to strengthen preparedness and resilience.

The two-day workshop is one of the EUDA’s flagship strategic foresight activities and is the first thematic expert meeting under the agency's 2026 presidency of the EU Justice and Home Affairs Agencies Network (JHAAN). It aims to strengthen cooperation across the JHA ecosystem, supporting anticipatory governance and helping policymakers invest in innovative responses and prepare for upcoming technological shifts. The exercise aligns with the 2026 JHAAN presidency theme ‘One Safety’, which promotes a cross-sector, integrated approach to building a safer and more resilient Europe.

The event will bring together over 50 experts from across Europe, including EUDA staff, EU Justice and Home Affairs agencies, research institutions, universities and civil society. Participants will examine shortlisted technologies across five thematic areas, using foresight methods to assess opportunities, barriers, synergies and potential impacts on policy, research and practice.

The discussions and analyses generated during the workshop will feed into a final EUDA technology foresight study to be released later this year. The study will include prioritised technology assessments, policy-relevant recommendations and the identification of areas for in-depth case studies.  

By investing in foresight, the EUDA supports better informed decision-making and helps Europe stay ahead of rapidly evolving challenges in the drugs field.
