Whereas the European Union Drugs Agency (EUDA) is a decentralised agency of the European Union in charge of providing the Union and the Member States with factual, objective, reliable and comparable information, early warning and risk assessment at Union level concerning drugs, drug use, drug use disorders and addictions, prevention, treatment, care, risk and harm reduction, rehabilitation, social reintegration, recovery, drug markets and supply, including illicit production and trafficking, and other relevant drug-related issues and their consequences pursuant to the conditions set out in Regulation (EU) 2023/1322 of the European Parliament and of the Council of 27 June 2023;

Whereas the Ministry of Foreign Affairs and Human Mobility, as the lead institution for international cooperation of Ecuador set out in Presidential Decree No. 1202, October 13th, 2016, will sign this Working Arrangement to be implemented by the competent institutions in the field of drug supply reduction and demand reduction;

Whereas Article 53 of Regulation (EU) 2023/1322 specifies that the EUDA is to actively seek to cooperate with international organisations and other bodies, in particular Union, governmental and non-governmental bodies and with technical bodies competent in matters covered by the Regulation, and that such cooperation is to be based on working arrangements concluded with these bodies;

Whereas the Management Board of the EUDA, after receiving the favourable opinion of the European Commission, provided the EUDA Executive Director with a mandate to sign the present
Working Arrangement, following a written procedure between 11–25 June 2024.

The European Union Drugs Agency and the Ecuadorian Ministry of Foreign Affairs and Human Mobility intend to cooperate in the following fields:

  1. Exchange on methodology of data-collection systems and on data itself (demand and  demand reduction, supply and supply reduction, legal aspects and policy models).
  2. Support for the strengthening of the established drug information systems for data collection and information analysis and enabling prior strategic information gathering for the formulation of public policies.
  3. Exchange of relevant experiences on monitoring the cocaine market.
  4. Provision of technical assistance for the creation of an Integrated Information System prior to the implementation of the National Drug Observatory in Ecuador.
  5. Exchange of expertise and of data on new psychoactive substances (NPS), as well as the establishment and strengthening of an Early Warning System on Drugs.
     
  1. Exchange of experiences on health and social responses to drug problems, above all prevention of drug use and treatment of drug dependence, as well as prevention of communicable diseases, harm reduction and social integration.
  2. Establishment of effective communication channels to guarantee the successful achievement of the cooperation objectives outlined in this Working Arrangement.
    To this end, each of the signing Parties will designate a contact person for maintaining continued dialogue with a view to ensuring the efficient and full application of the present Working Arrangement.
