Sharing approaches and tools to identify and address emerging threats

Experts from across the EU are meeting today to exchange approaches and tools to better prepare for emerging health and security threats. The virtual meeting, hosted by the European Union Drugs Agency (EUDA), and opened by its Executive Director Dr Lorraine Nolan, takes place under the agency’s presidency of the EU Justice and Home Affairs Agencies’ Network (JHAAN).

Bringing together EU agencies and European Commission representatives (DG-HOME, DG-SANTE, JRC, HERA), the event focuses on improving readiness for cross-border threats under this year’s JHAAN presidency theme: ‘One Safety — building preparedness and resilient communities’. Discussions will centre on practical approaches in strengthening resilience and enabling earlier, more effective responses.

EU preparedness has evolved significantly in recent years. Building on momentum gained during the COVID-19 pandemic, planning now spans a wider range of threats, including terrorism, conflicts, toxic synthetic substances and climate-related risks, requiring more coordinated and forward-looking action.

Agencies are drawing on a growing set of tools, from early-warning systems and risk assessments to vulnerability mapping and foresight, to anticipate and respond to emerging challenges. The meeting provides a forum to exchange experience and highlight how these approaches can support timely intervention and stronger cooperation across sectors.

The ‘One Safety’ concept reflects a broader understanding of security, bringing together public health, law enforcement, social policy and technological innovation to address interconnected threats and support more resilient communities across Europe.
