Our partner in Ukraine
Ukraine has been a partner country since 2010, when a Memorandum of Understanding was signed by the agency and the Ukrainian Ministry of Health.
Ukraine is one of the beneficiaries of the EU-funded EU4Monitoring Drugs II (EU4MD) project, which has been developed by the EUDA as part of its ongoing commitment to strengthening cooperation and sharing expertise with countries in the European Neighbourhood Policy (ENP) area.

This report presents an analysis of the drug markets in the European Neighbourhood Policy-East region covering Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine.
         
The European Web Survey on Drugs collected data during March and May 2021 from people who use drugs, are aged 18 or older, and live in the 21 EU and 9 non-EU countries including Ukraine.
         
Since the Russian invasion of Ukraine on 24 February 2022, it is estimated that around 8 million people have fled the war in Ukraine, of which an unprecedented 5 million people have crossed the borders into the European Union.
         
Between March and May 2021, the EU4Monitoring Drugs (EU4MD) project supported the mapping of national prevention systems in European Neighbourhood Policy (ENP) area countries.
         
Since the beginning of 2020, the world has been experiencing an unprecedented public health emergency caused by the coronavirus disease (COVID-19) pandemic, which has led to the progressive introduction of social distancing and other control measures by national governments.
