New Reitox Alliance operating framework published

Effective drug monitoring in Europe depends on strong cooperation with Member States. In a new publication out today, we outline the key features of the Reitox Alliance, a new partnership framework between the EUDA and the national focal points (NFPs) of the Reitox network. The publication (Reitox Alliance operating framework) sets out the scope of the Alliance, the partners involved, its core tasks and governance arrangements.

Adopted by our Management Board in December 2025, the Reitox Alliance replaces the previous Reitox operating framework (in place since 2003) and aligns the network’s activities with the EUDA’s expanded mandate. The new arrangement establishes the network as an integral part of the agency's management structure.

Building on decades of shared experience, the Alliance marks an important step in reinforcing Europe’s preparedness for drug‑related challenges, strengthening cooperation and supporting a coordinated European response.

At the heart of the Alliance is a shared vision: ensuring that policymakers, professionals and citizens in Europe have access to timely, high‑quality information to navigate an increasingly complex drug landscape. This vision is underpinned by a common mission to collect robust and comparable data, transform it into meaningful analysis and real-time intelligence and empower national and EU‑level actors to respond swiftly and effectively.

The Alliance is reinforced by a transparent and sustainable financing model. The core activities of each NFP are co-financed annually by the EUDA through dedicated grant agreements, jointly supported by equivalent national budget contributions that ensure adequate human and financial resources and infrastructure. Additional EUDA funding may be provided to the NFPs for specific projects or complementary tasks, allowing the network to innovate, expand data sources and participate in targeted initiatives according to emerging needs.

The Reitox network plays a central role in Europe’s drug monitoring system. Acting as a key link between national authorities and the EUDA, its NFPs support shared standards, joint monitoring systems and cross-country cooperation. Coordinated by the EUDA, the network enhances Europe’s ability to anticipate emerging drug trends, respond to new threats, and support effective, health- and security-focused interventions.
